    How To Get A Property Appraisal

    It is important to get a property appraisal before selling your property because that will tell you what the fair market value is at the time and thus how much tax you will need to pay on the deal. A certified assessor normally appraises property once a year for the purpose of setting tax rates, but property values can easily fluctuate depending on interest rates, and property value may increase or decrease according to what has been done to it. If you have made significant improvements like adding a swimming pool, the value of the property will increase. Similarly, if there has been damage of any kind, or if the economy is weak, then the value will decrease.

    What does an assessor not do? He...
    - Does not collect taxes.
    - Does not determine tax rates.
    - Does not create market value. That is created by supply and demand.

    What is the role of an assessor, then? He...
    - Determines the value of the property and equipment.
    - Prepares tax roll
    - Reflects market sales activity between willing buyers and sellers.
    - Determines what property is entitled to capped assessments.
    - Administers homestead exemptions.
    - Administers widower, widow and disability exemptions.
    - Maintains current legal descriptions and ownership of tax maps of real property in his county.

    What happens if your estimate of the value of the property differs from that of the appraiser? First discuss it with the property appraisers office. If you are still not satisfied, you can seek a hearing with the Value Adjustment Board. To do this you have to file a written petition with Clerk of the Circuit Court (acting as Clerk of the Value Adjustment Board). You will need to fill out a special form available from any Property Appraisers Office for this purpose. Easier still, it is also available for download from the Internet at many property Assessors websites.

    Property Assessors can be government employed or work in the private sector. Government assessors' offices are usually found at your City Hall, but it is possible to contact an assessor online as many have websites to advertise their business. Simply look up AppraiserUSA.com and enter your zipcode or click on the map of your area at the bottom of the screen.

    Your home may qualify as a Homestead Property in which case the rate can be capped or limited to 3% of the consumer price index, whichever is less, from year to year. This cannot be applied to new extensions or previously non-assessed improvements made in the first year of exemption, but it is still well worth looking into.
